Janice Ruley’s journey in the electrical trade began in Houston in the 1970s—an era when women on construction sites were rare and often unwelcome. What she faced was more than tough—it was isolating, exhausting, and at times hostile. But Janice didn’t just persevere. She set a standard.
Over the decades, Janice turned her hard-earned experience into purpose, becoming a respected instructor at the Houston JATC in 1997. Through unwavering commitment, she’s helped shape the future of IBEW Local 716 by mentoring hundreds of apprentices—teaching not only technical skills, but also resilience, professionalism, and pride in their craft.
In honoring Janice with the 2025 Instructor of the Year award, we celebrate a woman who didn’t just break barriers—she cleared the path for others to thrive.
